1966 Deluxe Reverb slow tremolo start. What is voltage required for tremolo tube and oscillator to start with ft sw?

I wouldn't worry too much about the voltages, unless they're way off those noted on the schematic https://el34world.com/charts/Schematics/files/Fender/Fender_deluxe_reverb_ab763_schematic.pdf

The most likely cause is that the oscillator gain is getting insufficient. That can be due to a weak tube or its cathode not being effectively bypassed.
So try swapping in known good replacements for those in turn, and review.

The cathode resistor and its bypass cap can both be replaced by a red LED, which should last eons and provide a stronger, 'better than new' modulation at low speed settings.
An even better trem effect is reported if the idea is taken further, and the trem bug is replaced by a vactrol, with its LED driven by the oscillator cathode as described above.
